The Biden administration unveiled a regulatory proposal late Friday targeting water heaters, the latest in a string of energy efficiency actions cracking down on home appliances.

The Department of Energy (DOE) said its proposal would ultimately "accelerate deployment" of electric heat pump water heaters, save Americans billions of dollars and vastly reduce carbon emissions. If finalized, the proposed standards would force less energy efficient, but cheaper, water heaters off the market.

"Today’s actions — together with our industry partners and stakeholders — improve outdated efficiency standards for common household appliances, which is essential to slashing utility bills for American families and cutting harmful carbon emissions," Energy Secretary Jennifer Granholm said in a statement.

POTUS has a republican house and can't push through any legislation whatsoever that they don't like.

My guess is that he's just trying to make a point.
If he had both chambers. he probably wouldn't make such a suggestion.

Lots of loyal democrats wouldn't like it either.
$1500 isn't a lot of money to people who own a house, normally, but I suppose it definitely could be to some.

It just brings up the thought that long run, when it's possible, the electric heaters might be a good idea.

Electric water heaters still use electricity coming from power plants fueled by coal, oil, or natural gas. There is, of course, no such thing as a 'greenhouse gas' except as a religious buzzword.
This kind of fascism always results in black markets. (yes...my brother smuggled water heaters in his day!)

Since Biden was never voted into office, he cannot be voted out of office.

This is wrong. Yes, the Biden administration wants to put new, possibly onerous, energy efficiency and pollution controls on hot water heaters. No, they can't force you buy one to replace your current one. Instead, they expect you to pay big bucks when you need a new one. Right now, a water heater only lasts 7 to 10 years on average--for a decent quality one. That means eventually you will need a new water heater.

What the new unit will cost depends on a number of factors, but it will be more expensive with the new regulations. Will you "save money?" Probably not. Installation costs will remain about the same either way. The unit will cost more, therefore the payback period will be longer.

You can still go tankless too. That's big $$$$ to install, particularly if you have some contractor doing it. I can tell you the electric on one of those right now--in big part because of Biden's war on mining and the demand for copper--is going to run you a couple of thousand. The wiring alone will hit $1000 bucks easily, and that's the wholesale cost not the markup cost. Breaker(s)? Another $500 to $750, assuming there's room in your panel and you don't need a service upgrade (that'll add an easy $5,000 to the cost).
