But after DC and PR get through congress, they need ratification by 2/3rds of the current states.
If you've got a plan for that, you're well ahead of me on this issue.

I think it's actually just an act of Congress (article IV, Section 3, Clause 1):
New States may be admitted by the Congress into this Union; but no new State shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or Parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress.
You don't need 2/3 of the states to admit a new state to the union, just for Amendments to the Constitution.
I could be wrong, but I think the Constitution is pretty clear on this.
