President Nixon set the War on Drugs up. During the Reagan years, however it turned into the War on drugs users, on American citizens and in some cases Americans who either didn't use drugs or were involved in victimless and certainly non-violent crimes.

Well they if they have the power to ban it nationally, one would assume they have the power to legalize it. In reality though the bill would simply end the federal laws governing marijuana. It allows congress to set certain standards for commerce between states, not determine what can and cannot be sold (or even grown for personal use).The commerce clause gives them the ability to regulate anything that effects interstate commerce. The fact that it's a naturally occurring plant really doesn't make a difference. Opium is also a naturally occurring plant.
