Bannon is still permitted to go to NSC meetings.

The New York Times reported Sunday that Bannon has been telling allies that he and the White House policy director, Stephen Miller, have a window to push through their vision of Trump’s economic policies.

Sounds to me like they are privy to information that is soon to come out about Bannon and they are taking steps to minimize the harm done to the Administration.
Bannon still has national security clearance, it wasn't stripped. He was never intended to be a permanent fixture of the council. He was there to fix some things up and now that he has done that (apparently) he is going back to advising trump in that capacity.
