It made sense at the time the amendment was written. At that time, the "militia" consisted of all able bodied male adults in a particular location, town, county, state, whatever. They were expected to have access to a military grade firearm and could be called out for service during a war.

That has changed with time. Today it works more like this with respect to the 2nd Amendment:

You have the Organized Militia which today is called the National Guard. Then you have the unorganized militia that consists of able bodied adults who are expected to turn out in a national emergency / war if needed and provide their own arms when doing so.
