It's already been mentioned in this thread, but the handgun bans of DC and Chicago were ruled unconstitutional. Your buyback plan would not remove all guns from society, so after implementing the buyback program, the only thing further you could do is pass an Amendment to nullify the 2nd.

Fair enough, but a specifically mentioned right in the Constitution is easier to defend legally than an implicit one. That's part of why the 2nd Amendment is so important. As you can see with this thread, progressives will often try to severely limit or ignore rights that aren't specifically mentioned. They even try to do it with ones that are, but because of court rulings, they usually can't.

The 2nd amendment is important. It is also binding upon the States, county or parish, and city governments.

Any court that rules otherwise can be ignored. No court has the authority to change the Constitution. If any level of government tries to take away guns, they risk violent rebellion.
