My example isn't anecdotal, it really happened and the apt. mgt. company got slapped with fines. This is about another company that tried it.

OH, well at a certain point that behavior does become criminal. Most cops allow a lot of leeway, like you see in the online videos. But the people always end up arrested because you can't obstruct an investigation like that.
