May be difficult without DNA or fingerprints if there is no indication where the packages originated based on the lack of postal markings. Think about how long it took them to ID the anthrax mailer and it wasn't like everybody had access to government grade anthrax samples.

You do not know what was on the packages. He used cellophane tape. Since the bombs did not blow, there may be hairs or cells from the maker. But with 10 so far, I suspect more than one maker. If they are in the mail system, they can be backtracked to original mailing area.
