There is another tragedy developing in Texas. Texas has set on a 27.1 billion surplus for rainy days for decades. Starting with Hurricane Harvey, then that one year people died from freezing to death when the electrical grid failed and then some....none of that money was ever used for maintenance or upgrades, the money just sat there. Texas refused to use government money on its people....In 2016 after Harvey hit, FEMA recommended Alert systems be used for all areas near water, some towns refused, didn't like the sound going off all the time. Some did not.. some neighboring towns near Kerr, who had Alert systems, claimed NO CASUALTIES. Texas have repeatedly refused and turn down government funds with their anti government stance, BUT IS ALWAYS YEAR AFTER YEAR AFTER YEAR FIRST IN LINE FOR FEMA HANDOUTS, MAKE IT MAKE SENSE!!
