No, they're people who can't afford a plan because of what they make working or because of their living situation and those that aren't interested. Most of the 'new' Obamacare plan enrollees were to expanded Medicaid, not people buying a plan. For people forced into the system who are buying plans, that's been a very mixed bag of results. In many cases, their insurance under Obamacare is worse than the plan they had previous to Obamacare. That occurred because Obamacare, like most things government, is a one-size-fits-all system. It doesn't allow people to negotiate their own plan tailored to their needs.
