I see war as something that only has the limits the combatants choose to put on it. Trying to fight a "limited" war with very strict rules, or turn it into a "police action" is utter stupidity. In WW 2 both sides committed wholesale destruction of cities and the populations within them. Of the utter stupidities the highest is trying to apply criminal codes to military actions.
Like I said: The only true war crime is losing. The winner doesn't try their own people for winning a war in some brutal way. They try the losers for having been brutal.
