Places that have no guns have no shootings, by definition. Military bases have guns. That includes both those who are allowed to carry them around, and also those who simply aren't screened (most military bases, you just have the right sticker and drive on, with no controls to prevent someone packing heat).

I'm not. Preparedness is when you take steps rationally calculated to make you safer, such as when you buckle your seatbelt in the car, or wear a helmet when biking. Cowardice, by comparison, tends to make people irrational -- the same way that a coward can be so afraid of flying that he actually runs a larger risk by driving long distance. Guns are like that. For most people, in most situations, having a gun makes them statistically less safe, but for the cowardly, it gives them the same false sense of security that the person with a fear of flying gets during that cross-country drive.
