The stats do indicate you are correct. OTOH, my understanding is that he was caught kneeling over the barrel of his right but he couldn't pull the trigger. Better if he'd either pulled the trigger or fired at the cops for suicide-by-cop.

Consider this; what kind of person has SUICIDE as the last part of their plan? Their endgame? IMO, only the severely mentally ill do so.

If I draw with chalk on someone's sidewalk, the homeowner can't take legal action. However, if the homeowner is Jewish and I draw swastikas all over the sidewalk, being able to classify it as a hate crime allows law enforcement to take preventative action.
