They believed the so-called consent decree negotiated by the former president, which sought to enshrine the Biden administration's notoriously lax immigration enforcement policies, can be used to bind some of the immigration enforcement policy decisions of the current White House.
While they said the Biden-era decree can be enforced, the majority said the Trump administration was still likely to prevail on their claims Cummings had illegally used the decree to order the release of perhaps half of the illegal immigrants agents had detained using field warrants.

So it seems that about half of those you claimed weren't released actually had a court order requiring their release.

No, Cummings release order was squashed. What the appeals court was ordering was, Cummings had to do release orders on a case-by-case basis in accordance with the consent decree (these are almost always a terrible idea btw) rather than simply issuing a mass release order like he did. That effectively ended the release of all 1000 (give or take) and Cummings would be forced to wait for individual appeals from individuals held to issue orders based on their case. That is, the vast majority were not going to get released because either they wouldn't appeal, or their situation didn't warrant release even under the most favorable terms.

Immigrants have a lower crime rate than regular American citizens. They also start businesses at a faster rate. They are the ones who have fueled our economy for many decades. We need the labor.
