No, the courts could support the commission here....Trump says that they will get the "proposal" any day but given that the East Wing is to be gone in a couple of days he thinks they have no choice but to approve....and fast. With court support the commission might be willing to delay things to do this right even if it embarrasses Trump.
I dont expect it though because in its current state operation of the WH is negatively affected..... including the bunkers under the former East Wing.

The facade was the first stage.. To safely and properly do the renovation required more demolition... When they remodeled our one hundred plus year old school building changes that weren't necessarily something we were thrilled about had to happen... It certainly wasn't anything personal though...lol...
At least, maybe the historical societies would be able to review the plans and keep some of the tacky gold shit out of the design?
