So you are an expert on the offshore drilling practices now? U.S. regulators don't mandate the use of the remote-control device on offshore rigs, and the Deepwater Horizon, hired by BP and operated by Transocean, didn't have one. So I would say that both the US government and Transocean are equally guilty. It all very well blaming Cheney but he is not around any more.

When you contract someone to do your work for you, YOU are held liable to a degree as well for that contractor's actions. And by US law, just because you are no longer in office doesn't mean you can't be brought up to testify for the very actions that caused this catastrophe...but that's only if our local gov't has the stones to do so. If you doubt me, just do some homework as to the Bophal incident with Union Carbide and Dow Chemical.
The efficacy of the devices is unclear. Major offshore oil-well blow-outs are rare, and it remains unclear whether acoustic switches have ever been put to the test in a real-world accident. When wells do surge out of control, the primary shut-off systems almost always work. Remote control systems such as the acoustic valve, which have been tested in simulations, are intended as a last resort. The blind/shear rams, the ‘business end’ of the BOP failed, presumably jammed; so how would an alternate switching device have closed them? We have all seen the video of the ROV attempting to operate the rams manually to no effect. Does your “acoustical valve” work by magic? So unless you know something that is not available to experts in the oil industry then you are just parroting an opinion from some blog or other. I would also add that although they are used in the Norwegian sector of the North Sea, they are not used in the UK sector.
