It is attached to trump. So first it will be a "loan" to the US, but then when trump leaves office, it will be a "loan" to his presidential library. It will be for his free use for the rest of his life, and then after he dies, it will be for the free use of his heir.
It is required to become a loan to the trump presidential library, where it will continue to fly trump for free. It is not getting retired for as long as trump wants to fly it.
The promise is that trump can take the plane when he leaves office. It will become a loan to his library corporation, with all the bills paid for by the Emir of Qatar. trump will have absolute, and personal control over how it is used. he will literally take it with him after he leaves office.
It is "loaned" to the government, while trump is in the government. When he leaves the government, it will be loaned to his library corporation for his personal use. While he will not legally own it, he will legally be the sole beneficiary of it. Under money laundering laws, he would be considered the beneficiary owner of it.
It is being loaned first to the US Government, and then when trump leaves office to the trump library corporation for trump's continued free use.
trump will be flying in this plane for the rest of his life, and when he dies he will pass on the free use of the plane to his heir(s). I doubt he could get a pilot's license to personally fly the plane, but the Emir of Qatar will pay for the hiring of actual pilots to fly the plane.
trump thinks he has found a loophole around the laws and the Constitution. he claims the plane will be a loan to his library for him to use, not a gift. I think it is a difference without a distinction, and is still illegal.
A judge could always claim that he would have found the defendant not guilty, even without the bribe, but it really does not matter. Getting the bribe is usually all the evidence that is needed. The thing done for the bribe does not usually need to be proven. That is because bribes are usually given in subjective situations where it would be impossible to prove that the bribe was the tipping factor.

It is not making sense to you. You know something is not matching up, but you cannot figure out what it is. Why would they retire a plane after one president? It should be usable for 30 to 40 years...
Let's change one assumption, and it will all fall into place for you. If we assume trump is unbelievably corruptly accepting a bribe, it all makes sense. Then the plane "loaned" to his library is going to be used for his personal use. trump gets to use the plane for the rest of his life, and his heir will get to use it after he dies. It will not technically belong to him, but will belong to him personally in all the ways that are beneficial.
So the day after he leaves office, he wants to go to Scotland to play a round of golf, he calls up his library, says, "get my plane ready for me." They use the money they received from the Emir of Qatar, and fly him in the plane to Scotland. If he dies in Scotland, junior calls up the the library and says, "as the new CEO, get my plane ready." They then get his plane ready to fly him to Africa to shoot some lion chained to the ground in a caged hunt.
This is a bribe, which trump thinks he has figured out a loophole to make legal.

As always you lack information and yet post anyway.
The one at the Reagan Library was set to be decommissioned and retired at the end of Reagans term as all such planes have a point where repair costs (and safety issues) make no sense and replacement is necessitated.
So instead providing that jet to Reagans Museum is a win/win. A quick and costless way to get rid of it and piece of history for the museum and its visitors.
That is not analogous, in any way to jet that is no where near the end of its useful life span. And there is zero chance that Trump keeps flying on his private jet, which is arguably past the end of its useful life and should have been replace years ago, and does not replace that one, with this one.

You are babbling in trying to make excuses for why the gift should be accepted. IT SHOULD NOT... FULL STOP.
Because if it is, what would happen next would be that once in the US temporary ownership they would "determine" that the upgrades cannot be made within the Trump Presidential term (as you say correctly), and since that is true and since it is also true that the final owner of the jet is the Trump Presidential Library (the terms the US gov't sets in taking) then the jet will not retrofitted for AirForce one use and will just be given to the Trump Presidential Library as is.
You assuming the US gov't would just be retrofitting for the next POTUS is not based in any fact or statements. It is CLEAR that at the end of Trumps term it goes to his library. If that is 'as is', then it still fulfills the commitment made.
Whether it does or not, Trump will not use the plane. It takes years to make the plane ready for AF1 duties and will not be used by Trump.
This is just a fact. Even if you get all super angry it will not change that this plane is not "a gift for Trump", it won't even be used by him, will not belong to him, and if it ever is associated maybe it will be in a library. Though AF1 planes are usually used by far more than one President.

According to several reports, the plane goes with Trump when he leaves office and becomes part of his "presidential library" <stifles hysterical laughter> -- and is available for his personal use. It is NOT a gift from one govt. to the American people for future presidents to use.

You are missing the point and i would say you are doing that deliberately, but i actually do not believe that. It is because you are dense.
The plane WILL NOT be made ready for AF1 use, EVER, because as you say, it would take years beyond Trumps term to do so.
So the Military once they have possession of it will make the determination and agree with you and then because the plane is NOT staying with them beyond Trumps term and is being turned over to his library will just do what is logic and not start retrofitting it and instead just give it to Trump Library early.
So you are correct in one point but because you lack intelligence you do not connect point 2.
The military has no right to keep the plane beyond the end of Trumps presidency as the commitment they are making in taking it is to turn it over to Trump Library. So either they begin retrofits they KNOW will never be completed and thus are wasted time and money or they just REALIZE that, after doing an assessment and then give the plane over early without wasting that money as that is the only thing that makes sense, since it is going to Trump Library anyway.
