It is like asking why the Jewish scientists in the Manhattan Project could not just do their research in Europe. First of all, they would be put in concentration camps. Second they might have been put in special development concentration camps, and developed the atomic bomb for Hitler.
Bad analogy. Whether they did research in Europe or elsewhere--assuming they weren't offed first--would have changed little. The US was aware of the potential of a nuclear weapon and put forward a concerted and organized effort to build one.
As for the later idea, review the case of Curt Harzstark who was a political dissident sent to Dachau. He invented what was probably the best mechanical, handheld, calculator ever. He used this invention to slow play the Nazis keeping him alive while never quite finishing the invention.

For Germany, they lacked the economy and means to do all of the hard engineering, chemistry, and production that went into a nuclear device. Sure, they had the theory down, but that doesn't equate into a working weapon. The US had the cubic dollars and necessary infrastructure to make a nuclear weapon. The same goes for a whole plethora of other weapons, technology, and infrastructure.
For example, there was no other nation on the planet that could have built the Alcan Highway with as few as 5,000 men. Same goes for the Burma (Ledo) Road.
An intercontinental bomber? Germany might have gotten a dozen after ten years of development and production. The US in the same time could build an entire fleet of hundreds and gotten them operational on a regular and sustained basis.
Petrova will probably be put in jail in Russia. And anything she develops in Russia will belong to Russia, not us.

Frog embryos are not "illicit", but they do need to be reported. As a general rule, the punishment for not reporting them is a $50 fine the first time. She made a mistake, and should be fined. She also helped America by agreeing to transport needed materials from France.
Clearly, they are, and that's why she was arrested for not declaring them.
