And again. Budgets can be made for future monies. And it doesn't even need that, we gave them cold hard pallets of cash to spend with no escrow.

Every time you say this I will point out that any money we have given them to spend for any reason allows for them to use budget measures to spend on "frivolity" (terrorism). Even if you monitor the money you give me, I still take the money I have budgeted for that previously, remove it from the budget in equal measure, and reapply it where I want it spent.

If I have $6 to spend on my ear medicine and a candy bar. Then my mommy gives me $6 to spend on my ear medicine and a candy bar. I now have $6 I was going to spend on my ear medicine and candy bar to by a 1980s priced nickel bag of weed and a McDouble. Even if mommy watches me pay for my ear medicine and a candy bar with her $6, I still have $6 to spend on the weed and junk food. No matter how many times you tell me it is in Escrow and we will watch it will not change the fungibility of cash and the ability to budget. If I know my mommy is going to give me the $6 tomorrow and I spend the $6 today the $6 she is going to watch me spend on ear medicine and candy bar freed up the money I spent before I got that $6...

...and that's mostly for the structure of the device and it's warhead. It's an unguided rocket, using fins for stabilization. The warhead is usually some TNT or RDX mixture using scavenged materials (it IS a war zone!).
