Yup, it doesn't matter what it is earmarked for.
My budget before I was getting this money took 16 Billion and earmarked it for food and medicine, I get this money socked away in an escrow account. My budget doesn't change. I now am going to spend 10 Billion of my money, and 6 Billion from this Escrow account for food and medicine. The suddenly freed up $6 Billion? I get to spend on cheap alcohol, strippers and bombs. Or, you know, nuclear bomb research, fissile materials, and rockets for Hamas...
Basically whatever I want to spend the money on. Only morons think that a fungible resource can be limited in such a way by an outside entity. Once they have the money they will do exactly what they please with it.
