Nope. Kyiv was the capital of the nominally autonomous Ukrainian Soviet Socialist, which was one of 15 notionally autonomous republics in the union of Soviet states. Ukraine had it's own seat at the United Nations. And in 1992 excercised it's sovereign authority to leave the union of Soviet states.
