Admittedly I’ve never been anywhere in the state other than NYC but why would anyone choose to live somewhere like Buffalo or Albany? Seems like you live there if you can’t live anywhere else. And people who left would want to return there?
The reality is, this was a single temperature buoy in a very shallow protected bay that doesn't get much circulation, and which has fresh water coming into it. The perfect recipe for a natural solar pond effect. Nearby buoys that were actually out in the ocean, had temps 10 degrees cooler (which, low 90s is very normal this time of year in Florida waters).

Again everything is fluid, but at least at the present New York is losing population. This may be short term COVID driven and will turn around soon but nonetheless the state better have another plan than climate change is going to make Florida unlivable and everyone there is moving back to NY.
