try math......election procecures minus state legislature approval equals unconstitutional.....
it places restrictions on poll watchers....if there is misconduct on the part of the poll watcher.....it also provides how to notify the designated poll watchers when and where counting shall be conducted........show me where the officials can count ballots after the poll watchers are informed counting is done for the day.....

There is nothing in there about a right to unrestrained observation. It specifically gives the manager or superintendent the right to restrain observers in certain conditions.
