If Slave Reparations are to be paid, only Democrats should pay them

The votes against civil rights laws came from Southern conservatives of both parties.
Blatant lie. The votes against the Civil Rights act was all from Democrats. Democrats are not conservatives.
In the Senate the Southern Democrats and Republicans staged a filibuster to prevent the bill coming to a vote.
Blatant lie. DEMOCRATS staged the filibuster.
The vote to invoke cloture to end the filibuster in the Senate was 44 Democrats and 27 Republicans.

Southern conservative Democrats supported slavery, segregation, and opposed the civil rights laws and voting rights. Today it is conservative Republicans who oppose the voting rights laws.
Repetition fallacy. There is no such thing as 'Southern conservative Democrats'. Slavery is not conservative. Segregation is not conservative. Republicans do not oppose voting rights laws. Election fraud is not a voting right.

You obviously missed the point. It was Southern conservative Democrats who supported slavery, segregation, opposed black voting rights....There were very few Republicans or liberals in Congress from the South. The only Southern senator to vote for the civil rights act was Ralph Yarborough, a Texas liberal Democrat.
You are not making a point. You are trying to redefine words. Democrats are not conservative. Slavery is not conservative. Segregation is not conservative. Racism is not conservative. Special pleading fallacies.
To claim the opponents were liberals is just factually wrong.
Learn what 'fact' means. It does NOT mean 'Universal Truth'.
The 1964 presidential candidate, Barry Goldwater, opposed the 1964 Civil Rights Act.
