Of course the states are not in control of this! The districts are laid out according to populations. And the populations are determined by the Census Report.
Is this the right way to handle this? Well, essentially yes, if the Census report were actually accurate. Most illegals do not even fill out the Census Reports. And many other people do not, as well, from every other race of life. SO we have no idea how many people are flushing toilets here in America daily! And we have no idea how many legals and illegals are here.
But anyway, yes, you are right about the musical chairs going on in the House over seats coming and going.
This needs to be addressed in a new non-partisan Immigration bill that neither the Democrats or Republicans seem to have the brass balls enough to even bring it to the floor. 2030 will come around, and still we will not have a new immigration bill because of the stalemate over the DACA factor.
But, anyway, this is a good site to determine how the last census worked out for all states that shows how both legal and illegal immigration changed things in 2020.
