In the transcript, Biden was talking about climate change and how developed countries have to help the global south improve their infrastructure for a low carbon footprint, including a green energy facility in Angola and a rail system that spans the African continent, to the Indian Ocean. Saying Pacific instead of Atlantic was an obvious flub.
But it seems like MAGAs on this thread did not know Africa has an eastern coast on the Indian Ocean?

African economic development has always been stymied because the European colonizers did not build a rail system to promote trade within Africa. They built railroads which just went straight from the mines and rubber plantations down to the coast to quickly ship the raw materials to Europe.
