They were in his car, he had no intent on using them, he simply stopped there to ask if he could take a piss.

He went to the CIA, talked to the guards and said he worked there and had guns, a definite sign of mental illness.

The guards sent him on his way and he left but they reported it to the police as they should have.

The police tracked down the description of his car and arrested him for the possession charge and trespassing simply to get him to the station to question him.

The trespassing charge is bogus and they may charge him with possession but that is not going to get him jail time
