They wanted the passengers to offer Neely snacks and a hug...the crazy raging and violence seems to be the norm...and somehow acceptable, in NYC...They know that Daniel Penny did not mean for Neely's life to end...but to admit isn't in most of them...that's not in the script...

Not every vigilante is as reckless as Penny but they're needed in society. A lot of them do end up in jail or dead so there are less and less good people willing to risk their neck for the group as a whole.
