that's not how federalism, or the constitutions, work. the states gave powers to the federal government. not the other way around. likewise, the people gave the states powers, not the other way around. therefore, what the 10th is saying is that powers NOT delegated to the united states are reserved to the individual states. powers NOT given to the individual states in their respective constitutions stays with the people.
