In this type of case, if there is any indication that the shooting was criminal - they typically would not release.

No we do not agree. He was detained in a detention unit where he was photographed and booked. Just the same as being arrested.
And it's pretty quite simple. The investigation has just begun. Can't charge without full investigation.

Simply not true. In the VAST majority of cases, the accused is arrested prior to the investigation. He was questioned, and released.
He was detained, booked, questioned then released pending investigation.
