I have a friend that owns a wine import business. I was next door to a lesbian biker bar. The parking lot was small and the bikers frequently block his delivery trucks in when he went into the bar and told them to move their bikes they got angry and tried to start a fight with him. So he bought the small strip mall and closed the biker bar down and expanded his business into the space.

That is definitely a thing - but it's also cyclic. Have you ever heard of the book "The Fourth Turning?" I haven't read it yet, but I saw the author give a seminar, and it was pretty fascinating. Generationally, we tend to repeat the same patterns and see a lot of the same results.

Many in China, and other East Asian countries, have the Tiger Mom mentality. They push their kids extremely hard academically. That’s a cultural thing, not a funding or U.S. political partisan fight. One can point to downsides of the Tiger Mom approach in terms of how well rounded the kids are (the lack thereof) and so forth but no denying the emphasis the families put on education.

As far as simply funding education that’s a separate discussion because as important as money is, how it’s used is more important. Spending more money poorly doesn’t do a whole lot of good. And if its as simple as claim vis a vis political parties then we would have great schools here in the Bay Area and LA but instead we have plenty with horrible results. It’s not that easy.
