Cheating is oversimplification. There are flawed parameters in place, and the athletes who are now unfairly dominating women's sports are simply following said parameters.
With time, those parameters will be fine tuned. As seen by some of the positions taken here, we tend to trip all over ourselves trying not to offend the trans community with respect to sports, due to the unfair social pressures (and now actual restrictive Red state laws) suffered by the community. I have to imagine that growing up knowing that you simply don't fit into your own body is very emotionally taxing. These individuals suffer depression and fear on a daily basis.
I cannot, however, understand the psychological issues that would cause a man who cannot compete against other men to feel relief by dominating women?
I don't have any problem playing pretend with these men as they suddenly decide that they are now women. I did it with a now deceased friend. We play pretend with children as a normal part of their development. It doesn't harm us if they get psychological relief by switching gender, even if it's only semantics.
It DOES harm girls and women who are denied their rights because we are still too busy tripping all over ourselves.
That is changing for the better. These issues suddenly appear in society and take years to sort out. It took many years for girls to compete in boys sports in school. There are rare occasions where either girls are good enough, or there simply aren't sports programs for girls in the school.
I had a 12 year old girl on my boys basketball team and she was just as good as most of the boys.
Instead of being forced to undergo dangerous hormone treatment to comply with fair practices in sports, these men should simply compete against men if they are athletes. Seems pretty simple to me. Using performance enhancing drugs is outlawed in competitive sports at all levels.
What could be more of an unfair advantage than men competing against women?

We have to stop conflating social rights of trans girls with fairness in sports. The two ARE mutually exclusive.
