From that perspective, yes, it is a sign that the rate hikes are beginning to show some effect.
Of course its not such good news for those on receiving end of those cuts. But there were absolutely coming.
And many many more to come.
Which will drive defaults through the roof (already underway but will expand dramatically). That's trouble the banks can ill afford as we have seen lately in the news.
And more inflation spikes to come (note S-A cut oil production 500,00 barrels).
They are going to let inflation rip, in part because inflation was always on purpose to default on the debt, of which there is way too much.
Also because it hammers the middle class, always an enemy of revolutions.

Rome wasn't built in a day. Trump left the economy in an absolute shambles. Again - indisputably the worst jobs President in modern history.
We're building back - 12 million jobs in just over 2 years. When someone is so abysmal w/ the economy, it takes time to recover. We last saw that when Obama had to rebuild from the Bush crash.
