Local governments are free to enter into contracts.
Contracts entered into by local governments don't become null and void when the leadership of the local government changes.

What is relevant is what is actually in the contract. You have no clue as to what is in it.

There are also sections 5.3 and 5.4 which further restrict RCIP from the use of any Disney name, trademark etc on literature, merchandise, souvenirs or other items.

Let me know when you have read the 8 pages of the signed covenant contract and can actually discuss what is in it instead of your made up bullshit.

HOw does the covenant usurp the powers of the state legislature? The legislation granting them the right to do what they did is cited in the document you are complaining is illegal.

You still don't have a clue what is in the actual document and you still can't point to anything in it that is clearly illegal.

RCID and Disney basically signed a covenant saying that for the next 10 years the fire stations and sewer systems owned by RCID would remain fire stations and sewer systems and RCID wouldn't be building an abortion clinic or a competing theme park on RCID land without Disney approval.
