I do have a way to monitor it and I already for you. Deal swiftly and severely with anyone caught entering the country other than through an official entry point.

There will come a time when we will see American gunships flying on the Mexican side of the border and Mexico will take it,...because they have to. Time to drop the hammer on the cartels and rub them out. THEY brought it on themselves.
 
The cartels will be seen as enemy combatants and an invading force in the next administration. This will be a HUGE WIN.

Furthermore, the cartels dont need a border crossing, but its almost impossible to stop and search every vehicle crossing.
