Chain of custody? In order for a ballot to count it is directed to the precinct on the envelope. Therefore, no other votes can be accepted for that name. If the name is not in the precinct book, it is redirected to that precinct. In my experience, it was automatic. It was the first step after checking to see if the voter was in the logbook. Note of course, if they do not check signatures in this specific case, there is still one vote per person whose name is in the precinct logbook. A pile of votes does not matter. Checking the name in the logbook assures that.

If a person lived in an apartment and moved to another state. Their ballot would be sent to their apartment and could be fraudulently used.

it used to be that way. All paper ballots and counted by humans. But that didn't work very well either since the counters had their own political biases and would deliberately miscount. So we went to machines because "machines have to do what they're programmed to do." HAHAHA Another failure.

lets eliminate mail in balloting. now the 200,000 members of the military cant vote. The nine million or so Americans living abroad cant vote. The infirmed, elderly, hospitalized, institutionalized cant vote.
Sounds like a wonderful idea.
That must happen millions of times in an election, and I suppose only Dems move. Do you really think that scenario has relevance? It has been noted that rich people with several homes could get more than one ballot. But of course, before the next election, they would get a summons.

Nobody on either side should receive a ballot that does not belong to them. It has happened multiple times.

Mail in voting has been used regularly in several states for years with no issues. All you have is another excuse to keep people from voting.

There are issues with any type of voting, the system isn't perfect, yet you cannot find and document any substantial fraud in mail in ballots. Lets face it, the Republican Party is in the minority, and the more people they can keep from voting, the better their chances are.
