We've been paying them, they just don't want the money. And, yes government checks have an expiration date. They are good for one year from the date of issue. That's pretty common on all checks.

Wrong. We paid. We wrote the check. It's their problem if they didn't cash it.
Right. Checks are made with a promise to pay them by cash or whatever else. Since they didn't cash them and they expired, we didn't give them the cash.
