We've been paying them, they just don't want the money. And, yes government checks have an expiration date. They are good for one year from the date of issue. That's pretty common on all checks.
 
Right. Checks are made with a promise to pay them by cash or whatever else. Since they didn't cash them and they expired, we didn't give them the cash.

If I pay u 3000.00 by check for a car and u decide not to cash it

You cant come and get the car stating I didn't pay you
 
Depends on what they need and if I can. If I knew my neighbor had hundreds of uncashed checks in a safe that could easily cover his repair bills but was unwilling to cash them because he didn't like the person that wrote them in payment, no, I wouldn't help.

Help starts with you helping yourself. Helping others comes next.

Is your analogy supposed to mean you believe that Cuba has hundreds of bucks they could be using and don't need our help?

The general consensus is that average pay in Cuba is between $16 - $20USD per month if you are a state employee...12 cents per hour.

So you employed a possibly-illegal worker who doesn't speak English and who will most likely send much of his earnings back to his family in Cuba?
