By the simple act of handing you a top secret document the President has declassified it. He is the ultimate arbiter of classification. There is no formal process and there are no written procedures. Just by him making a document public, it is considered declassified.

If you didn't get all your misinformation from the main stream PHONY media, you would know this.

That is absolutely not true. Have you ever worked for the government or military? Ever held a Top Secret clearance. I have and I can tell you you're wrong.
In fact, there is classified information that the President is not privy to. The logic is, the president will be a private citizen again in 4 to 8 years. He doesn't have a 'need to know' all classified information. And he most assuredly DOES NOT have plenary power to classify and declassify everything.
