I have seen that before many times.

It's more prevalent at the larger manufacturing companies. HR only knew the benefits and safety programs, nothing about the job openings.
The small businesses generally have a foreman or manager with experience doing the hiring or recommendations..
At the small business I worked at, I (the manager) did the interviews and recommended an applicant, the owner made the final call and explained the benefits.

4. Out of 1725 chess grandmasters in the world, only THREE are black.
