It doesn't matter, it isn't the only way they'd be built.
The reality is refineries are 25% more efficient now even with less of them than they were before. The prediction is that the US will have a lower demand for oil right around 2030, the necessity for "new" refineries is specious at best, however if it were the only way to get a refinery built or to increase production, yes, the government should then do it.

But the oil that the Government buys, is unrefined and therefore there is no immediate threat to the companies that transport it.

Weh have the interests of national security. We can put big oil under martial law if they give the govt any crap.
Also it would be a sure way to drive customers to the govt produced fuel.
And cause nationalization of the oil industry. I think they would be smart enough to want to cooperate and avoid that.

When national security is at risk the USA has a long history of taking what they want to.
And not even when national seucrity is at risk.

there are places right now that WANT refineries, or any other thing that produces jobs....the government could get a good start by issuing all of the one thousand permits necessary to build the refinery in South Dakota....

I agree the process should be expedited.
Bush promised to do this during the aftermath of Katrina. Didn't the repubs have control of both houses at that time?
