There is no Texas State grid. There never was. There's no national grid either.
The Texas power grids are made up of many different suppliers and load distributors. In several counties in Texas, you can freely choose from among the available suppliers. ERCOT is not one of them.
ERCOT generates no power. They do not own any high tension or distribution line. They own no substations or switching equipment. They DO act as a central authority for dispatch (phase synchronization and providing load predictions). They are also a regulator, implementing fascist rules to interfere with energy markets, in accordance with government agenda (where there are a lot of Democrats).
