There's some validity in that. Look at N. Korea. Almost from the second Joke took office, Little Rocket Man has been firing ballistic missiles in tests repeatedly, something he stopped entirely while Trump was in office. He's also kicked S. Korea out of several businesses they ran in N. Korea all the while going back to saber rattling.
So, it is possible that Putin thought it was a good opportunity to invade Ukraine because of Biden being in office. Appears that decision was poorly made based on the shitty performance of the Russian military...

Illegal immigrants help keep wages low*, unscrupulous big business owners pad their bottom lines by writing off/charging full wage levels yet actually pay illegals half that wage. I saw no facts on the linked articles nor links within the articles that any of these "terrorists" were actually terrorists currently in jail on terrorism charges.
National security is mandated on the Federal government in the Preamble.
