Trump was impeached of course. However, neither impeachment nor indictment are within the authority of the panel, nor was the the evidence now known available earlier, as any serious person is aware. What Cheney is saying is that the investigation by the panel has found additional evidence to refer to the Justice Department for an indictment.

No. Impeached twice. Constitution says nothing about "exonerated." Removed from office or not. Only options.
