Impeachment is like no other trial in the United States. It is neither a civil nor a criminal trial.

A Senator can believe the impeachment articles are true and vote not to convict.

Mueller stated that DOJ policy is that a President cannot be indicted.

No, the Constitution says that the charges (impeachment) must be proven in the Senate. The charges were not proven...exoneration
