Nope. It was first implemented as an energy saving measure in WW1.
It wasn't until the 1960's that it was implemented as a regular event.
 
Doesn't make sense for Hawaii, for example. They are on the tropic line. BTW, it IS a national discussion. This is about the law in place at the federal level.
