That was ambiguous. I will admit by reading his lips he did look like he was saying, "Go get him".

I ran the Live Transcribe app a few times and two times it said, "Thank you".

Sounded to me like "Go get 'em."

As in go get them.

Which could be referring to the objectives laid out in the speech.
 
It should also be noted that Joe Biden is a stutterer who has largely overcome the life-long condition to the point where he has not only been able to be a public speaker, something most stutterers would never even attempt, but become a regular one associated with his profession. He has risen to the top of his profession, despite his stuttering, to become president of the United States of America.

It is a case of far exceeding one's limitations.

One more point:

Making criticism of the manner of speech of a known stutterer is in extremely poor taste.
 
The “go get him” comment was a private moment between President Biden and Gen. Milley, and it’s quite obvious what Biden meant.
