Last year at this time, the WHO was saying that we could achieve herd immunity without a vaccine. And I quote:

This means that even people who haven’t been infected, or in whom an infection hasn’t triggered an immune response, they are protected because people around them who are immune can act as buffers between them and an infected person. However, late last year, the WHO changed the definition of 'herd immunity' to this:

‘Herd immunity’, also known as ‘population immunity’, is a concept used for vaccination, in which a population can be protected from a certain virus if a threshold of vaccination is reached.

As more people in a community get vaccinated, fewer people remain vulnerable, and there is less possibility for passing the pathogen on from person to person. Lowering the possibility for a pathogen to circulate in the community protects those who cannot be vaccinated due to other serious health conditions from the disease targeted by the vaccine. This is called ‘herd immunity’.
‘Herd immunity’ exists when a high percentage of the population is vaccinated, making it difficult for infectious diseases to spread, because there are not many people who can be infected. Read our Q&A on vaccines and immunization for more information.
The percentage of people who need to have antibodies in order to achieve herd immunity against a particular disease varies with each disease. For example, herd immunity against measles requires about 95% of a population to be vaccinated. The remaining 5% will be protected by the fact that measles will not spread among those who are vaccinated. For polio, the threshold is about 80%.
Achieving herd immunity with safe and effective vaccines makes diseases rarer and saves lives.
Notice all of the changes?? The first definition is correct and is what we have known to be true for eons. The second definition is propaganda, bullshit, and lies. Let's dive into it a bit, shall we??
"Herd immunity is a concept used for vaccination..." ---- NO, no it isn't. Herd immunity is about exposure to a disease, whether that be forced exposure via vaccination or natural exposure via one's environment. It is NOT about vaccination. This change in definition is for suiting a political agenda rather than suiting truth.
"Herd immunity is achieved by protecting people from a virus, not by exposing them to it." --- This is an outright lie. It is entirely about exposing people to a disease. In fact, vaccinations themselves expose people to a disease (a weakened or inactivated form of it, however). So, this statement by the WHO is an outright lie, plain and simple.
"Vaccinated people are protected from getting the disease in question." --- This is another outright lie. Vaccines quite literally inject the disease in question into the person. This is why some people who get vaccinated end up getting the disease in question shortly after vaccination. A number of vaccinated people can and do end up getting the disease in question anyway. There is no "protection from" disease. The goal of vaccinations is not to protect from disease, but to train one's body to better respond to a particular disease. Yet another outright lie by the WHO...
"Achieving herd immunity with safe and effective vaccines makes diseases rarer and saves lives." --- Here, I want to ignore the outright lie about "making diseases rarer" and I instead want you to make note of the words "safe and effective". These particular words are almost always paired with any mention of 'vaccines'. This (nefarious in this particular case) brainwashing tactic (commonly used in marketing) is called 'subliminal messaging'. It is meant to subconsciously influence your thoughts without you ever consciously realizing that you are being influenced.
