No, she ran from police when they were coming for her. That's too late to do that. He stopped the action so to speak by knocking her down. Then she tried to get up so he hit her again. It looks to me like Candace Owens is right that law and order is being destroyed by the Left as part of a program to federalize the policing of America, which is a program to run over Red States.
