The President's policy towards Ukraine appears to have consisted mainly of "persuading" the Ukrainian govt. to come up with evidence for some half-assed conspiracy theories out of Breitbart. That what the diplomats should have promoted?

They thought they were carrying out American foreign policy--they didn't know Trump and Guiliani had a secret policy they were pursuing.
